Snow throws about 3 Halloween parties per day the week of, and the idea is to go to EVERY SINGLE ONE, because A) The Capitol people can't bear to miss parties, least of all ones the President is throwing and actually ATTENDING! and B) No one wants to say that they missed a party, much less missed the different costumes he (and his pretty little mistress *) are sporting every time. If you don't get this, they're Roger and Jessica rabbit. He's so freaking horrible. Don't you just love it?
*The people in the Districts do not know that he's claimed her as his mistress; all they see is someone who grabbed the first chance she had to get away and abandon everyone else, and is a real slut too. Her volunteering for Emily could even be interpreted as part of a plot to escape the districts and finagle her way into high society. Snow makes sure to have her always surrounded by fawning, oggling men at every party (she's a controversial victor, they're happy to oblige) which makes her look even more like the whore he's portraying her as. Thus, because she already displayed a serious amount of coldness in her games, she's now lost all enchantment with the district people and there's no hope of her sparking any unrest. The people in the Capitol, however, know that she's his mistress, but they think it's by her choice, and he didn't make some big announcement declaring her his official mistress either. Sexual conquests, in public or behind closed doors, = power in their world--the more mistresses Snow takes and has, the more it reinforces his power, masculinity, and the right to rule. Sound ancient-polygamous-culture, anyone? Everyone recognizes her as his new squeeze even though the only real evidence to the fact is how she's always matching him in outfits in public.
