Morokei makes it snow for a delighted Elsa, who isn't sure where the snow is coming from. It's winter, yes, but there isn't snow on the ground, and it's not snowing anywhere else--but it's not her. She probably suspects it's Morokei, but doesn't know where he is.

This is during the beginning of their story, before their political marriage.
